Housing Land Availability Report 2023

The Mid and East Antrim Borough Housing Monitor Report 2023 has been prepared by the Development Plan Team within Council using Housing Land Availability Monitor information.

The 2023 Housing Monitor Report is the eighth summary produced by Council relating to the availability of land for housing development across the Borough and comprises tabular information extracted from the Housing Monitor Database.

In terms of output tables, survey work was undertaken by the Development Plan Team for each of the monitored sites as recorded in the Housing Monitor Database for the period 1 October 2022 to 31 May 2023.

This report uses the housing baseline established by the Regional Development Strategy for Northern Ireland 2025 (RDS), i.e. the end of December 1998 and shows housing land availability across the Borough for those settlements designated in existing Development Plans.

The Housing Monitor Maps which spatially reflect the information shown in the summary tables contained within this report can be viewed online viewed online using the ARC GIS website.

Purpose

This report contains the findings of the Annual Housing Monitor for the survey period between 1 October 2022 to 31 May 2023 (the physical survey of housing monitor sites was undertaken during June 2023) and provides information on the methodology involved in undertaking the Housing Monitor.

To ensure that there is an adequate and continuous supply of available housing land within the Borough over the lifetime of the Local Development Plan (LDP) it is essential to record the number of dwelling completions and the level of housing land supply remaining available within the settlements on a yearly basis.

Therefore the purpose of the annual Housing Monitor is:

  • To monitor the course of housing development in settlements with regard to the RDS;
  • To monitor progress of housing development in settlements in accordance with the provisions of prevailing Development Plans;
  • To inform the preparation of the LDP with regard to the allocation of land for housing; and
  • To provide information on the available potential for further housing development in settlements.

Methodology

The Housing Monitor assessment is based on an annual survey of housing monitor sites within the Borough.

This survey year ran from the 01 October 2022 to 31 May 2023, with site visits undertaken in June 2023.

The Survey covers all settlements as defined in prevailing development plans but excludes all dwellings in the open countryside.

It identifies the number of dwelling units completed and the area of land developed and records the available potential of land and dwellings that remains undeveloped on monitored sites within settlements.

It should be noted that apartments are included in the Housing Monitor as dwellings.

Monitored sites include those identified from the previous annual survey that were not recorded as complete as well as any newly identified sites.

They are sites that are identified as potentially suitable for residential development in prevailing development plans through zonings and any other urban sites that have been granted planning permission for residential development through a planning application or planning appeal.

There may be other land within settlements that is not included in the housing monitor.

However, such land becomes a monitored site once identified as suitable for residential development.

It is current practice to keep within the Housing Monitor database those sites that have received planning approval for housing but has expired, unless a known change in circumstances arises such as;

  • having subsequently been refused planning permission for residential development; or
  • being developed for non- residential use; or
  • where the LDP revises this potential.

In these circumstances a previously monitored site will be removed from the monitor.

Sites with planning permission which has now expired and have not yet commenced will now not be physically monitored.

These sites will still be retained within the Housing Monitor Database for information purposes but will not be included in any summary data tables.

By restricting the actual survey to 'live' sites, i.e. those with extant planning permission and zoned housing sites, this ensures that a focus is maintained on the deliverability of housing.

In order to calculate potential dwellings available in situations where only the site area (and not the exact number of dwellings is known), an estimate of likely density is used.

This is based, where possible, on given characteristics such as site location, landform or adjacent development form and density.

Where this approach has not been considered suitable, an average density (normally 25 units per hectare) has been applied to the site.

Clearly, where actual development densities vary from that assumed, it will have implications for the accuracy of estimates compared with actual available potential.

Adjustments as necessary will thus be made as part of the review undertaken in future annual housing monitor work.

The Housing Monitor records net housing gain for each site.

This involves taking account of fit housing that is lost to make way for new housing.

It is acknowledged that there may be instances where the gross total may not have taken account of fit housing which was replaced.

Where this is identified, appropriate adjustment will be made in the following years Housing Monitor.

For example, redevelopment of a site that contained 1 dwelling for 10 apartments, is recorded as a gain of 9 dwelling units.

It is also acknowledged that some of the potential land for housing development in settlements might not be realised due to various constraints or the refusal of landowners to release their land for development.

These matters will be further investigated during the course of preparing the Local Development Plan.

It should be noted that the Housing Monitor methodology has evolved and improved since its inception.

This will in some instances affect direct comparison with the information from previous years.

Monitored Sites

A total of 262 units were completed within the Borough in the period between 1 October 2022 to 31 May 2023 with a total of 10.08 ha of land developed.

Percentage distribution of units built:

  • Ballymena: 51%
  • Carrickfergus: 1%
  • Larne: 21%
  • Small towns, villages and small settlements: 27%

2023 Summary tables

  • The Site Ref column indicates the unique Housing Monitor record number.
  • The Urban Fabric / Greenfield column identifies if the site is either Greenfield or within the Urban Fabric
  • Potential Yield (Units) column shows the total number of dwellings which could be accommodated within all monitored sites within each settlement.
  • Potential Area (HA) column shows the total residual hectarage which could be accommodated within all monitored sites within each settlement
  • The Units Complete column show the total number of units completed within each monitored site within each settlement as of the 31 May 2023.
    (For the purposes of this survey a building is defined as 'completed' if it could be inhabited with at least roof, doors and windows)
  • The Build Rate column shows the number of dwellings recorded as completed on each monitored site between 01 October 2022 to 31 May 2023.
  • The Area Developed shows the total amount of land developed for housing within each monitored site between 01 October 2022 to 31 May 2023.
  • The Total Area Developed shows the total amount of land developed for housing within each monitored site as of 31 May 2023
  • The Status column shows the current status of the monitored site.
