T472/CA PROVISION OF A DOG FOULING & LITTERING ENFORCEMENT SERVICE
Status: Open Closing Date: Thursday 30 March 2023
Council is tendering for the provision of supplementary enforcement contract for dog fouling and litter (to include fly tipping) and would invite tender responses from suitably experienced and qualified contractors with a proven track record of delivering fixed penalty notices (FPN’s) to the public; that can provide uniformed officers and the necessary infrastructure to work in partnership with the Council to provide dog fouling and litter enforcement services throughout the Borough.
The contract is for a term of 24 months, commencing on 12 April 2023 and an option to extend for a further year subject to a review of the impact of the service in the first 12 months.

T421 Appointment of Project Manager led Integrated Consultant Team for the I4C Innovation Centre

Mid and East Antrim Borough Council (MEABC) wish to appoint an Economic Operator to provide a Project Manager led Integrated Consultant Team (ICT) in relation to the design and delivery of the i4C Innovation and Cleantech Centre at the St Patrick's Barracks regeneration site in Ballymena.
The St Patrick's Barracks site is one of four former military sites transferred to the NI Executive as part of the (2010) Hillsborough Agreement.
The Northern Ireland Government Department for Communities (DfC) now owns the site and is leading on a programme of development to transform this area of Ballymena.
MEABC is working with a number of key strategic partners to deliver the St Patrick's Barracks Regeneration Project (including development and operation of the i4C Innovation and Cleantech Centre).
These include Radius Housing, Northern Regional College, Police Service of Northern Ireland as well as the Northern Ireland Government Departments for Infrastructure (DfI), for Communities (DfC) and the Construction Procurement and Delivery (CPD) section of the Department of Finance (DoF).

T475 Appointment of Consultant to deliver Carrickfergus Conservation Management Plan

Mid and East Antrim Council (MEABC) in partnership with Department for Communities Historic Environment Division (DfC HED) wish to appoint consultants to prepare a Conservation Management Plan (CMP) that considers Carrickfergus Castle, Carrickfergus Town Walls and Carrickfergus Gasworks in Co. Antrim.
These sites are key heritage and economic assets for Carrickfergus and the surrounding area. In order to unlock their potential for community cohesion and appropriate enhancement through funding opportunities such as the planned Carrickfergus City Deal Regeneration Project (Carrickfergus City Deal), an overall Conservation Management Plan is required relating to these three heritage assets.
The conservation management plan will assess the key significances and characteristics of each of the three sites and set out conservation policies and robust management frameworks for their protection and conservation and consider the feasibility of proposals made for each in the Carrickfergus City Deal against the conservation policies set out in the conservation management plan.

T415 Appointment of Project Manager led Integrated Consultancy Team (ICT) for The Gobbins - Phase 2

Mid and East Antrim Borough Council (MEABC) wish to appoint a single Economic Operator to provide a Project Manager led Integrated Consultant Team (ICT) in relation to the design and delivery of The Gobbins - Phase 2, Islandmagee, Larne Northern Ireland.
The Gobbins is an internationally unique coastal path located in Islandmagee, Larne, it was a Victorian engineering feat when it first opened to the public in 1902. In its heyday, claims to have provided some 3km of pathway and it was reported to have attracted more visitors than the Giant’s Causeway, but in subsequent years fell into disuse, The Gobbins closed in 1954. The restoration of The Gobbins in 2015 saw The Gobbins Coastal and Cliff Path Phase I project complete works that opened just over 1km of the cliff face coastal path and a similar length of cliff top path and a Visitor Centre.
The Gobbins Phase II project aims to address capacity issues, principally by introducing a looped walk that connects the coastal path to the cliff top path, meaning that visitors do not have to return along the same path by creating a loped route. The development will unlock the potential of The Gobbins, significantly increasing.
The proposal for the project will include the following key elements;

Element 2 - Welcome Hub
Element 3 - Virtual Reality Digital Enhancement at the existing Visitor Centre
Element 4 - Refurbishment of Cliff Top Path Network

T422 Appointment of Project Manager led Integrated Consultancy Team (ICT) Carrickfergus Regeneration

Mid and East Antrim Borough Council wish to appoint an Economic Operator to provide a Project Manager led Integrated Consultant Team (ICT) for the design and delivery of the Carrickfergus City Deal Project.
The project is set to regenerate, reposition and rebrand the town of Carrickfergus as an authentic heritage led tourism hub and the gateway to the Causeway costal route.
The project includes developing the Castle and Historic Walls, a new visitor centre, refurbishment of the radar tower, public realm, road infrastructure works, interpretation and lighting scheme with a development cost of circa £40m
The Economic Operator will be appointed under the NEC4 Professional Service Contract and shall provide the professional services applicable to RIBA Plan of Work (2020) Stages 2 to 7 and as specified in the PQQ and ITT documents.
ICT shall develop the design to RIBA Plan of Work (2020) Stage 4a before appointing an Integrated Supplier Team (IST) to complete the design and deliver the project throughout all remaining RIBA Plan of Work (2020) Stages 4b to 7.Following the procurement and appointment of the IST the Economic Operator shall undertake the management of the IST on behalf of the Employer.

T479/CA PQQ CASTLE STREET PUBLIC REALM

The Contract is for the provision of public realm works on Castle Street, Ballymena. The works will provide upgrades to the street to bring them into line with the design and finish of the wider Ballymena Public Realm scheme, and in particular to complement the work recently completed to Lower Mill Street and Pat’s Brae by linking in to the works already undertaken at Church Street and Mill Street, and will also include the upgrading of the remaining asphalt pavement on Bridge Street opposite the Braid.
The contract period will be approximately 4 months.
