  The following are the joint arrangements for the discharge of functions which are the Council’s responsibilities.
  
  1.1 Arc21 – delivery of waste management programme
  
  Collaboration Agreement (Terms of Agreement) 2003; Supplementary Agreement 2009.
  
  Arc21 was formed in accordance with the Department of the Environment's 'Northern Ireland Waste Management Strategy' which promoted the concept of a joint approach between councils in three geographical sub-regions across Northern Ireland.

Part 3 – Rules of Procedure

• Annex E - Access to Information Procedure Rules 
  The rules relating to access to council information for members of the Council and members of the public as provided for in relevant legislation.
