Ballymena Business Improvement District - Declaration of Ballot Result
Council can confirm that the ballot for the renewal of the Ballymena Business Improvement District (BID) has now concluded.
The ballot opened in mid-October and closed at 5pm on Thursday 27 November 2025.
The Returning Officer, Valerie Watts, Interim Chief Executive of Mid and East Antrim Borough Council, formally received the result on Friday 28 November 2025.
The independent scrutineer, Civica Election Services, has confirmed that the proposal to continue the Ballymena Business Improvement District for a further five-year term has been approved.
The ballot achieved both statutory majorities required under Business Improvement District legislation.
This includes a majority by the number of business ratepayers who voted and a majority by the total aggregate rateable value of those who voted.
The minimum turnout thresholds for Northern Ireland were also met.
Declaration of Result
The formal Declaration of Result has been issued by Civica Election Services and confirms that the proposal to renew Ballymena Business Improvement District has achieved the required majorities.
Next Steps
The renewed Ballymena Business Improvement District will begin its next term on 1 April 2026 and will operate until 31 March 2031.
Council will continue to act as the billing authority for the BID levy and will maintain its statutory responsibilities.
Delivery of the approved business plan will be undertaken by Ballymena BID on behalf of levy paying businesses.
