Building Control provides a range of services including enforcement of Building Control, advice on making Building Control Applications and the various types, ensuring the display of Energy Performance Certificates, street naming and postal numbering, and processing Property Certificate applications.
The Building Control department provide limited outdoor on-site inspection of building work.
This is conditional on completion of a satisfactory property-specific dynamic risk assessment, the ‘R’ Value remaining below 1, and any subsequent statements to the contrary from NI Executive.
Initially, only the following inspections will be included in this process:
To facilitate this we respectfully request a minimum of 48hrs notice of inspection.
Where reasonably practicable, internal inspections and other inspections which are considered to present a risk to Building Control Staff will continue to be administered remotely using all possible communication methods available.
All other Building Control Functions continue to be delivered remotely.
Building Control continues to administer all reports of alleged Dangerous Places where the situation presents a risk to people passing on the public thoroughfare and, Dangerous Buildings where the building presents a risk to people passing on the public thoroughfare or to the occupants of neighbouring buildings.
Building Control Staff continue to administer all requests for inspection of building work notified to us under the requirements of relevant Building Regulations.
If staff are unable to carry out physical site visits this function of our work will be carried out remotely using photographic evidence, video/technical applications and consultations to record, check and assess compliance of work where possible.
Where reasonable steps cannot be completed, a holding letter will be issued to facilitate applicants.
Building Control continues to accept and administer Property Certificate applications to facilitate the legal profession and the conveyancing process.
Building Control Staff continue to address all Building Regulatory enquiries relating to building design and physical building work with Agents.
Building Control Department continues to provide a pre-application consultation service to Agents in relation to proposed schemes.
We would request information is either posted into the office or alternatively send via email fully specified and dimensioned on pdf format.
This is a free service.
Building Control Staff continue to administer the naming of new Streets and Numbering of Property.
However, the issue of these is subject to approval by Council.
Full Plans applications and revised information associated with Full Plans applications should be posted into Council.
Property Certificate, Building Notice and Regularisation Applications can be emailed and we will follow up with a call to take card payment of the appropriate fee.

With reference to all of the above Building Control Staff continue to serve resident and business communities of Mid and East Antrim by administering all aspects of Building Regulations and Allied Services.
Building Control staff continue to work with and support the work of, all staff and colleagues, particularly Planning, Environmental Health, Health and Safety, Capital Projects and Facilities Maintenance Departments.
Through the administration of the Building Regulations and allied legislation, we facilitate the health, safety and welfare of our staff in Council Buildings while Council ensures continuity of delivery of services within our property portfolio.
